Ms. Dione Dillard

Ms. Dione Dillard is a Research Associate at IMPAQ International with more than 20 years of experience improving health plan performance, leading project management engagements, providing state and Federal policy recommendations, and implementing program integrity support programs.

Expertise

Ms. Dillard is skilled in the application of project management principles, information technology practices, quality improvement, and business process engineering techniques to maximize efficiency and meet organizational goals.

Clients

Ms. Dillard has led numerous client engagements within commercial, state, and Federal health care entities to include the District of Columbia Department of Health Care Finance and Centers for Medicare and Medicaid Services (CMS) Consumer Information and Insurance Oversight (CCIIO).

Prior Experience

Prior to joining IMPAQ, Ms. Dillard supported contracts funded by the Centers for Medicare and Medicaid Services to include the Federally-facilitated Stakeholder's Training for Exchange and Market Stabilization project and the Medicare Advantage Prescription Drug and Payment Support Services Encounter Data project. Prior to that, Ms. Dillard was the Director of Operations and member of the leadership team at CareFirst BlueCross BlueShield where she oversaw all activities of enrollment for new and renewing members. Prior to joining CareFirst BlueCross BlueShield, Ms. Dillard was the Director of State Government Services for HMS, Inc., where she implemented and managed multiple program integrity projects within Medicaid agencies to minimize fraud, waste, and abuse. While at HMS, Inc., Ms. Dillard led the technical implementation of a multi-year, multi-million dollar Medicaid Management Information System (MMIS) conversion for the District of Columbia Department of Health Care Finance, implemented and managed a Duals-eligible Determination, Outreach and Medicare Enrollment project to identify improper payments, and provided recommendations to pass the Deficit Reduction Act to improve the DC Medicaid program.

Education 

Ms. Dillard earned a Master of Science in Management and Health Care Administration (MSHA) from the University of Maryland. Ms. Dillard earned her Bachelor of Science (BS) degree in Health Services Management from Norfolk State University. Ms. Dillard is also a 2015 graduate of Leadership Prince George’s (LPG).
