IMPAQ International has hired Martha R. W. Kelly, as Senior Vice President, Technology & Advanced Analytics. Ms. Kelly is responsible for helping our clients utilize data-driven decision making to enhance public programs and policy.

Policy makers and program managers, at all levels, are challenged by integrating disparate data sources, ensuring integrity and security, linking data sets, and simply dealing with the sheer volume of information.

Ms. Kelly brings 20 years of experience in program evaluation, policy analysis, and technology experience across the public and private sectors. Prior to joining IMPAQ, Ms. Kelly was Finance Director/Senior Research Director for Acumen, LLC. She spent more than 15 years at the Government Accountability Office and has lead national research studies for Congress, examining the operations and impact of Medicare, Medicaid, and other health systems operated by the Department of Veterans Affairs and the Department of Defense.
Ms. Kelly has a Master of Science in Public Health from The University of North Carolina, Chapel Hill and a Bachelor of Arts in Economics from The Johns Hopkins University.
