In Laos, IMPAQ is conducting performance and impact evaluations of the Learning and Engaging All in Primary School (LEAPS II) McGovern-Dole International Food for Education and Child Nutrition Program (MGD FFE) program, implemented by Catholic Relief Services (CRS).

The five-year program aims to improve literacy rates as well as health and dietary practices of school-aged children.

Our evaluations are rigorously measuring the progress of performance indicators and assess causal effects of the project’s Literacy Boost teacher training and school feeding interventions on literacy outcomes of school-aged children.

For the impact evaluation, IMPAQ is using a quasi-experimental design which combines propensity score matching and difference-in-differences.

For the performance evaluation, IMPAQ is using a pre-post comparison method. Using a mixed method approach, the research team is also integrating a qualitative analysis by conducting classroom observations, key informant interviews, and focus group discussions to provide contextual information about the program and to aid in the interpretation of the quantitative results.

At baseline, IMPAQ collected data from almost 5,000 students in educationally disadvantaged schools throughout seven districts of Savannakhet.
