The Maryland Governor's Office for Children (GOC) requires that each county’s Local Management Board conduct a community needs assessment of their Strategic Goal Areas. They base the assessment on the general mandate "for all children to live fulfilled and successful lives." The GOC defined the 2016 needs assessment areas as: families of incarcerated parents, disconnected youth, youth homelessness, and childhood hunger.

IMPAQ completed the assessments for Calvert and St. Mary’s Counties. The results will create a framework for a data-driven strategic planning process, which will lead to a better understanding of what the Counties need to serve vulnerable children and families.

We conducted a number of qualitative data collection activities:

  1. Collected and analyzed secondary data relating to each of the goals;
  2. Disseminated and analyzed a client survey;
  3. Interviewed key agency leaders in each county;
  4. Held focus groups with clients and service providers; and
  5. Developed a community planning framework.

Our team included senior researchers and analysts with years of service in community health and homelessness service provision, community-based research and program evaluation and expertise in homelessness, food insecurity, data analysis, and focus group methodology.
