Ms. Kelsey Walter is a Research Associate in IMPAQ’s Health Division. Ms. Walter has over 7 years of experience leading program implementation, providing policy recommendations, and driving quality improvement efforts in state aging, disability, and Medicaid long term services and supports programs.
At IMPAQ, Ms. Walter provides support to CMS for the Qualified Entity Certification Program (QECP), the certification arm of the Medicare Data Sharing Program, and assists on a contract with FEi Systems, supporting the design and implementation of a continuous quality improvement process and data collection plan for the state of Mississippi Division of Medicaid.
Prior to joining IMPAQ, Ms. Walter was the Senior Director of the National Core Indicators for Aging and Disabilities (NCI-AD) quality of life and outcomes survey project with the National Association of States United for Aging and Disabilities (NASUAD). She also has experience working at the state level for the Oregon Department of Human Services in their Office of Developmental Disability Services.
Ms. Walter earned her M.S.W. with a focus on program development, policy, and administration from Augsburg College in 2009. She has a B.A. in English from South Dakota State University.
