Ms. Meshell Hicks

Meshell Hicks is a Senior Research Associate in IMPAQ’s Health Division with more than 20 years serving as a trusted partner to clients, team members and stakeholders, in support of expanding access to affordable, quality health care.

Expertise

Ms. Hicks has a strong project management background and extensive experience in regulatory analysis, Medicaid managed care, the Affordable Care Act (ACA) and the federal Marketplace Exchange, including supporting the very first open enrollment period. At IMPAQ, Ms. Hicks provides project management and technical expertise for several tasks on the CMS CCIIO operations project. She enjoys identifying innovations and operational efficiencies that maximize quality and productivity.

Clients

Ms. Hicks has twenty years of experience working with a wide range of clients including the Centers for Medicare & Medicaid Services (CMS), state Medicaid agencies, and health plans.

Prior Experience

Prior to joining IMPAQ, Ms. Hicks was a Lead Associate at Booz Allen and led the team responsible for the development of content materials for the federal Exchange call centers. Ms. Hicks supported the very first Marketplace open enrollment period and continued to help drive improvements in the customer experience for the next seven years. Prior to Booz Allen, Ms. Hicks supported many state Medicaid agencies in evaluating Medicaid managed care programs and cost containment strategies. In addition, Ms. Hicks began her career at the National Committee for Quality Assurance (NCQA), assisting health plans in navigating accreditation standards, as well as Health Employer Data Information Set (HEDIS) and Consumer Assessment of Health Plan Survey (CAHPS) data collection. An entrepreneur at heart, she also previously owned a child development franchise and was a licensed independent health insurance agent.

Education

Ms. Hicks earned her Master of Public Administration from George Mason University. She also holds a Bachelor of Arts in psychology, with a minor in social work, from Radford University, and a Project Management Professional (PMP) certification.
