Ms. Shalini Mehta

Ms. Shalini Mehta is a Principal Research Associate in IMPAQ’s Health Division with 15+ years of research and program evaluation experience. She has been the recipient of multiple awards, including the 2020 BEYA Modern Day Technology Leader.


Ms. Mehta has extensive federal health management consulting experience with a focus in project and change management. She manages AHRQ’s Healthcare Data Analytics and Statistical Programs (HDASP) and runs the PMO for the CMS CCIIO operations project. Her other areas of expertise include health policy, health reform (e.g., Health Insurance Marketplace, Affordable Care Act/ACA), and IT systems. Ms. Mehta prides herself in successfully exceeding client expectations on large, multi-million dollar health projects.


Ms. Mehta has vast experience working with a wide range of federal health government clients doing research/evaluation, training/technical assistance, and project management. She was the project manager on a task/work stream lead for many of these projects. Previous clients include the Centers for Medicare and Medicaid Services, Agency for Healthcare Research and Quality, Health Resources and Services Administration, Administration for Children and Families, Office of the National Coordinator for Health Information Technology, National Institutes for Health, Assistant Secretary for Planning and Evaluation, Centers for Disease Control and Prevention, Department of Defense, and Veterans Administration. She also has experience working with foundations such as the Gordon and Betty Moore Foundation and the Cystic Fibrosis Foundation.

Prior Experience

Prior to joining IMPAQ, Ms. Mehta was a Lead Associate in the Health Account at Booz Allen Hamilton, a management consulting firm. She joined Booz Allen after being a Consultant in the Federal Health Practice at The Lewin Group, a health and human services consulting firm. Her prior experience in federal health consulting includes the American Institutes for Research (AIR).


Ms. Mehta earned her Master of Public Health (MPH) from the Health Management and Policy Department at the University of Michigan - Ann Arbor.  While pursuing her MPH, she also completed an Interdepartmental Concentration (IC) in Reproductive and Women’s Health (RWH). She holds a Bachelor of Arts (BA) in Clinical Psychology and a Certificate in the Community Health Program from Tufts University.
