Ms. Tanya Rochelle Hurst

Tanya Rochelle Hurst serves as IMPAQ's Senior Monitoring, Evaluation and Learning Manager, Research Associate. She plays a key technical and management role in monitoring, evaluation and learning (MEL), analytics, collaborating, learning and adapting, and knowledge management at IMPAQ to ensure the quality and effectiveness of program implementation. She works with staff in the design and implementation of MEL plans, develops resources and provides technical guidance and training on methodologies and data collection tools, builds capacity, strengthens monitoring systems, and ultimately contributes to developing and strengthening IMPAQ’s MEL community of practice, advancing knowledge management and organizational learning.

Expertise

Ms. Hurst is a monitoring, evaluation and learning specialist with expertise in performance monitoring and learning. She has experience developing and managing performance management systems, integrating USAID's collaborating, learning and adapting framework within program implementation and proposal design and managing performance and impact evaluations as well as routine and special assessments. Additionally, she has designed and led training and mentorship programs to strengthen MEL capacity among staff and local organizations promoting collaborating, learning and adapting, data quality assurance, rigorous and transparent research, and utilization of learning.

Clients

Ms. Hurst has over ten years of experience working with a wide range of clients including the United States Agency for International Development, the U.S. Department of State, the Millennium Challenge Corporation, the World Bank, and the United Kingdom Department of International Development in the areas of health, economic growth, gender, youth and social inclusion.

Prior Experience

Prior to joining IMPAQ, Ms. Hurst served as a senior program officer and monitoring, evaluation, and learning specialist at Banyan Global. While at Banyan Global, she served as the Collaborating, Learning and Adapting Advisor on the USAID-funded Empleando Futuros Workforce Development Activity and the Performance Monitoring and Learning Advisor on the Global Health Supply Chain Technical Assistance program in South Africa. She also served as the evaluation specialist on the USAID-funded Early Implementation Evaluation of the Egyptian American Enterprise Fund and the Department of State Evaluation for the Energy Governance and Capacity Initiative Assistance to Ukraine. In addition to her time at Banyan Global, she has also worked at the International Development Group, LLC, the European Parliament, and several non-profit organizations.

Education

Ms. Hurst earned her M.A. in International Development from the University of Kent, Brussels School of International Development in 2011. Prior to earning an M.A., she earned a B.A. in Global Studies from Alfred University Honors College.
