Ms. Tina Barretto

Ms. Tina Barretto is IMPAQ's Executive Vice President of Workforce Development, Social Programs, Education, and Shared Services. She has more than 20 years of experience working with various Federal agencies. Ms. Barretto provides leadership in the areas of project and financial management as well as business development.


Ms. Barretto’s work focuses on health research, grants administration, technical assistance, and training and organizational development. Ms. Barretto has led numerous large and complex projects using qualitative research methods. She has conducted interviews, led focus groups, facilitated strategic and business planning sessions for several Federal agencies, and supported teams engaged in business process redesign.


Ms. Barretto’s clients have included the Centers for Medicare & Medicaid Services (CMS), Food and Nutrition Service (FNS), Administration for Community Living (ACL), Administration for Children and Families (ACF), Office of the National Coordinator (ONC), National Science Foundation (NSF), and the Environmental Protection Agency (EPA).

Prior Experience

Prior to joining IMPAQ International, Ms. Barretto was a Principal at Booz Allen Hamilton, Inc., and led a team of more than 90 staff members providing grants reconciliation and tracking support and technical assistance to ACF’s Office of Head Start (OHS). Specifically, Ms. Barretto directed the development and implementation of training and technical assistance plans for Head Start grantees, which included underserved populations, as well as Native American and Alaska Native programs. She ensured programmatic compliance with Head Start performance standards and researched how these standards can be effectively implemented to sustain high quality early childhood service provisions. Ms. Barretto also led qualitative research studies, as well as process and outcome evaluations for several government agencies.


Ms. Barretto has a B.A. in Communications from Western Maryland College.
