IMPAQ Research Associate Dr. Dallas Elgin will present ”Revisiting the Centralization-Decentralization Debate: An Empirical Study of the Effect of Centralized and Decentralized Administrative Systems on the Outcomes of Foster Care Children” at the American Society for Public Administration (ASPA) Annual Conference. The event will take place in Atlanta, GA from March 17-21. Dr. Elgin will present during a panel on Tuesday, March 21 from 9:45-11:15 AM.

Dr. Elgin has more than six years of professional experience in policy analysis and program evaluation within the public and private sectors. His research interests include policy analysis, program evaluation, the policy process, human services policy, and environmental and energy policy.
