IMPAQ supported the Pennsylvania Insurance Department (PID) in its oversight of mental health parity requirements during its form review process of individual and small group health plans. In this effort, IMPAQ reviewed 30 form filings to identify potential parity violations and to analyze common potential parity violations.
In addition, IMPAQ assessed PID’s current parity review in the form filing process and provided recommendations based on best practices to strengthen their parity review. IMPAQ also provided technical assistance to the PID form filing team by developing mental health (MH)/substance use disorder (SUD) parity-related resources, including checklists, to incorporate into their parity reviews. IMPAQ used process improvement strategies to improve PID’s review of MH parity. Helping states implement these strategies in form filing reviews is a unique approach for reviewing mental health parity.
IMPAQ’s knowledge of the Affordable Care Act (ACA), MH parity regulations, and process improvement led to a successful review of mental health parity in the state of Pennsylvania. On this project, the IMPAQ team consisted of senior research analysts and research associates with knowledge of ACA regulations and compliance, as well as extensive experience in implementing process improvements.
