The Wage and Hour Division (WHD) of the U.S. Department of Labor is responsible for enforcing a variety of Federal labor laws including minimum wage, family and medical leave, migrant workers, lie detector tests, and temporary worker programs. A primary activity of WHD is the conduct of investigations to assess employer compliance and identify possible violations of these Federal labor laws. In support of this critical WHD mission, IMPAQ designed a rigorous random assignment evaluation which would allow estimation of the impact of WHD investigations on employer compliance, violations and recidivism rate. In addition, IMPAQ examined the characteristics of employers likely to be in violation with Federal labor standards. At the conclusion of this project, IMPAQ delivered an evaluation design report and recommendations for improvements in employer targeting procedures.
