IMPAQ measured the impact of the Virginia Employment Through Entrepreneurship Consortium (VETEC) program. This program provides comprehensive entrepreneurship training and technical assistance to adults and dislocated workers eligible for Workforce Investment Act (WIA) and Workforce Investment and Opportunity Act (WIOA) services. Our findings contributed to an entrepreneurial training program evidence base and provided insight into the role the public workforce system plays for WIA/WIOA eligible job seekers interested in starting their own businesses.
Our work included a random assignment impact evaluation, a process evaluation, and an outcomes study. We also provided:
- Technical assistance, to ensure that all grantee and site staff are aware of and prepared to support all evaluation activities;
- Real-time feedback to address implementation concerns; and
- Best practices and lessons learned to inform future entrepreneurial training programs.
Our project team included economists, senior researchers, analysts, and survey practitioners with experience in mixed methods research, including random assignment studies, and subject matter expertise in workforce development, specifically entrepreneurial training programs.
