Under the MCC Impact Evaluation IDIQ contract vehicle, IMPAQ supported MCC’s mission by facilitating independent impact evaluations of MCC programs, projects, and activities proposed by eligible countries. IMPAQ provided recognized expertise in the field of economic development research, using advanced research methodologies and quasi-experimental designs. IMPAQ also provided technical assistance to MCC and Millennium Challenge Account (MCA) country staff to carry out required data collection activities.
Furthermore, IMPAQ contributed to the growing knowledge base on the effectiveness of development programs. IMPAQ implemented impact evaluations for MCC of the Agricultural Development Program and Rural Land Governance Projects in Burkina Faso, and the Senegal Irrigation and Water Resource Management Project. These evaluations examined the economic rate of return; cost-effectiveness; why goals, objectives and targets were or were not achieved; differences in the impact of the project activities by gender, age and income to the fullest extent possible; unintended results of the program (positive and negative); lessons learned applicable to other similar projects; and the long-term sustainability of results achieved through the MCC compact.
